UOS PRESAL Sud

The Operational Unit for Prevention and Safety in the Workplace, UOS PRESAL SUD, is the organizational structure, operating in the Prevention Department of ASL Frosinone, which deals, at the territorial level, in districts C and D, with the prevention of accidents and diseases caused and related to work through the supervision, assistance and promotion of health and safety in the workplace.

Areas of activity

Control and supervision of workplaces

The control and supervision of workplaces are carried out on regional or company programs, at the request of the Judicial Authority and other Institutions and on user reports. Inspections are planned in order to identify and ascertain the presence of risk factors for the health of workers, to verify the adoption of the necessary precautions and to promote, in the event of deficiencies in occupational health and safety, the implementation of prevention and protection measures in order to eliminate or reduce the risk of accidents and occupational diseases.

If violations of safety regulations are detected, they will be sanctioned and the restoration of safety and health conditions will be prescribed. These activities are carried out by personnel with the qualification of Judicial Police Officer.

Occupational accident and disease investigations

In addition, investigations of accidents and occupational diseases are carried out, in order to identify the causes and responsibilities with ascertainment of violations of occupational health and safety regulations, also by delegation of the Judicial Authority.

The health and risk records are checked, according to the indications contained in DCA U00593 of 16/12/2015 (regione.lazio.it/rl_comitato_ssl).

Surveillance activities are also guaranteed on a nightly and festive Ready Availability basis, activated in case of need by health workers (Ares 118, emergency room doctors, etc.) and competent Authorities (Judiciary, Law Enforcement, etc.).

Information Desk

The Information Desk active at the UOS PRESAL SUD, where the staff of the service is available to give information and offer assistance to workers, employers, workers’ safety representatives, occupational doctors, occupational safety consultants, OO.SS., trade associations and citizens in general who request information or clarification on issues related to the institutional competences of the service.

Thematic information brochures prepared by the staff are available free of charge.

The information desk observes the following time:

  • cassino office: it is open every day, from Monday to Saturday, from 8.30 am to 1.30 pm. Data subjects can request information either by telephone, every day from Monday to Friday from 8.30 am to 1.00 pm or request an appointment in the office with a Doctor or a Technician;
  • headquarters in Isola del Liri: it is open every day, from Monday to Saturday, from 8.30 am to 12.30 pm. Those interested can request information either by phone, every day from Monday to Saturday from 8.30 am to 12.30 pm or request an appointment in the office with a Doctor or a Technician.

Health surveillance for former asbestos exposures

The service provides free of charge the health services contained in the health surveillance protocol for former workers exposed to asbestos.
The services are booked at the clinics, by telephone or by email at the addresses of the respective services. (Decree of the Commissioner to the Minutes of 26 November 2019, no. U00478 – 28/11/2019).

Services provided

The services provided by UOS Pre.S.A.L. SUD are as follows:

Outpatient activity

  • Specialist Occupational Medicine Outpatient Clinic (also accessed at the request of the General Practitioner). Provides medical examinations for the evaluation of occupational medicine also for suspected Occupational Disease, issuing, at the request of the interested party, the required certifications;
  • Preventive medical examinations in the pre-employment phase of workers (art. 41 paragraph 2, law e-bis Legislative Decree 81/2008);
  • Issuance of certificates of suitability for activities of Steam Generating Conductors, L.1132/27 and subsequent amendments and Ministerial Decree 01.03.1974, (first certificate and renewal);
  • Issuance of certificates for the activities of Autorepairer Technical Manager (L.122/92);
  • Issuance of certificates of suitability for minor entertainment workers;
  • Issuance of certificates of psycho-physical fitness for the control services of entertainment and entertainment activities in places open to the public or in public establishments, Ministerial Decree 6 October 2009 – Ministerial Decree 15 June 2012;
  • Issue of certificate of suitability for use of toxic gases Royal Decree No.147/27 and Presidential Decree No.854/55;
  • Work suitability visit for minors, L. no. 977/1967 – Legislative Decree 345/1999 , Circ. Min. Labor n. 1/2000, Legislative Decree 81/2008 art.41 c.2-bis;
  • Appeal against the suitability judgment of the Company Doctor, the request for a visit, which will be made by a panel of three doctors at the headquarters of the PRESAL UOC (Frosinone, via Fabi, snc), must be submitted on plain paper within 30 days of receipt of the suitability judgment expressed by the company Doctor (art. 41 c. 9 Legislative Decree 81/2008).

Information and awareness-raising activities on issues specific to the Service

  • Promotion of health in the workplace;
  • Information and training with the organisation of courses on issues related to the prevention of health and safety in the workplace, in particular aimed at company prevention figures (Employers, Health and Safety Officers, Competent Doctors, Health and Safety Officers, Workers);
  • Training courses on health and safety in the workplace also carried out on specific topics at the request of public or private companies or vocational training bodies;
  • Disclosure of information material;
  • Participation in school-work alternation projects;
  • European Safety Week (every year in October).

Permissions/opinions/notifications

  • Receipt of notifications required by Legislative Decree 81/08, (notification pursuant to Article 67, notification of construction sites pursuant to Article 99, etc.), receipt of records (noise, carcinogens, biological agents, etc.) communications (asbestos pursuant to Law 257/92, annual report on asbestos removal activities, etc.);
  • Opinions on SUAP, Services Conference, etc.;
  • Control and opinions for the issuance of authorizations for health facilities (nursing homes, medical offices, dentists, clinics, etc.);
  • Authorizations for the reclamation of materials and articles containing asbestos pursuant to art. 256, paragraph 2, Legislative Decree 81/08, after checking the work plans submitted by the executing companies, registered in the asbestos reclamation register;
  • Authorisations for the use of underground or semi-underground work spaces, Article 65 of Legislative Decree 81/08;
  • Authorisations, pursuant to Article 63 of Legislative Decree 81/08, for the use of work rooms with a height of less than 3 m;
  • Grants of derogation from the use of PPE for noise pursuant to art. 197 of Legislative Decree 81/2008.
