As part of socio-health integration, the Regional Health Plan of Lazio 2010 – 2012 and subsequent documents provide for promoting the participation of the Third Sector, volunteering, citizenship training, within an integrated and participatory programming, aimed at sharing objectives and priorities for intervention, as a concrete response to the critical issues of the connection between ASL and local municipalities.

Law no. 328 of 8 November 2000 Framework law for the implementation of the integrated system of interventions and social services in art. 5 Role of the Third Sector provides for the development of collaborations and the adoption of specific guidelines by the Region for the regulation of relations between public bodies and the Third Sector.
Article 14 of Legislative Decree 502/92 and subsequent amendments, recognizes the presence and activity of representative organizations of citizens, voluntary organizations and the protection of rights in health facilities, through the signing of agreements or protocols, regulated on the basis of the National and Regional Laws of reference.
Volunteering is a phenomenon of responsible participation and active citizenship, always available to fulfill the subsidiary role recognized by the Constitution. Law no. 266/91 Framework Law on Volunteering and Regional Law 29/1993, respectively, introduce rules on volunteering in general and on the enhancement of social assistance volunteering. Law no. 383/2000 and Law 22/1999 recognise social promotion associations as an expression of participation, social commitment and organisational capacity. The Lazio Region has launched an overall programme of reorganisation of the regional health service focused on the reorganisation of the hospital and territorial offer, promoting coordination initiatives in the organisation of care to offer adequate responses to the needs of citizens.
