The Associazione Economi e Provveditori del Lazio (A.E.L.) has been reconstituted, the body that brings together all the Providers of Health Companies in the Region and which is led by Dr. Monica Caira Director of the UOC Provveditorato e Economato Asl Frosinone elected president by the Assembly that was held in Rome at the end of March.
The activity of the association thus resumes after many years of absence, since, in 2013, its last president Alessandro Anzelli retired without ever being replaced. It is therefore up to Dr. Caira to take her reins and revive the activity of the A.E.L. that is part of the Federation of Associations of Economies and Providers of Italy (FARE).
Dr. Caira, how important was it to reconstitute the A.E.L.?
Associationism in this field is fundamental because that of the Provveditorato is a rather complex job: we are responsible for the purchases of all the services and goods that are necessary for the life of a Healthcare Company, we are often faced with regulatory and procedural gaps that we try to fill by networking among ourselves, to share experiences and make decisions that are uniform throughout the territory, not only regional, but throughout the country. The regional associations are in fact federated in the FARE, which brings together all the Provincials of Italy, Lazio has been absent for a long time and now returns to being an active part.
The increase in prices is the hot topic of the economy and also affects Healthcare Companies, what emerged from the first meeting?
We are faced with requests to revise tariffs by companies that provide services and goods because, due to the increase in energy and gas prices and the shortages of raw materials, mainly due to the war in Ukraine, they are no longer able to maintain the tariffs established through contracts signed before the various crises.
Recognizing a price difference exposes us personally to the Court of Auditors for any tax damage. Hence the need to make a system and act in the face of these requests in a homogeneous and uniform manner, following a suitable and shared investigation.
We discussed this at the first meeting, held on 19 October in Rome in the presence of Consip (national contracting authority), representatives of Confindustria, FIFO and many technicians. An interesting conference that had a participation higher than expectations and served to frame the focal points of the issue, issues that require immediate verification, to then be represented in the legislator’s rooms.
What are the next appointments?
The Associazione Economi e Provveditori del Lazio will resume an activity with precise deadlines to give continuity to the work. The next event will take place in spring, will presumably focus on the new outgoing procurement code, and we will do it in Frosinone. The National Congress, on the other hand, will be held in Rome, a tribute to the return of the reconstituted Lazio association.
